does anyone know of a tool or good method to replace pipes with splines?, The pipes I have have super irregular topology, (its from CAD), and I need to make them game-engine-friendly and reduce the polycount as well. Theres a buttload of them so itd be nice to know if theres a tool or something out there that can help

You can try to quadrify the meshes, see if you can get decent loops. There's no other way I know of to convert triangle soup into splines.
Can you get the original CAD formatted files? If DWG, Max can handle those and preserve spline data.
