I'm using Maya 2016.
I can use extrude then add the attribute "local rotate z" to get the result I want.
However the extrude messes it all up. I already checked the regular rotate tool and all its options. From world, object, component gimbal everything. However this is 2016 and if the extrude tool has an option for local rotate then there MUST be a way to do it that I'm unaware of. Thanks for any help to those who take the help to reply. (:
