Probably, since Havok is actually a company and it sounds like they bought the company.
Hopefully they still remain pretty open to whatever company needs their support, IE Sony v Microsoft/ I'm usually slightly wary of company buyouts after what Autodesk did to Softimage.
They wont generate as much revenue by making Havoc proprietary, all of the major competitors address as many platforms as possible, and Microsoft doesn't already have a major competitor AFAIK.
I think this was mostly about pure business rather than the client facing product.
