I doubt he's a real CEO. It's not uncommon for idiots trying to collect an Indie team to call themselves CEOs.
I assume they're often teenagers.
it's a huge red flag when someone calls themselves a "CEO".
Hell, I work with a guy who lives in a truck because he throws all his money into a failing local thrift shop, who calls himself a "CEO".

I'm "CEO" of a small investor backed startup. Rarely do I go and say "I'm CEO!" when contacting people to hire.
Typically say I'm one of the founders. I know a lot of people who do the same.
