Help! 4k texture has seams when downsized in PS

Hi all, I'm working on a seamless texture in 4k res, and whenever I downsize it to a 2k or 1k map, there is always a tiny seam that appears. It is seamless when offset in 4k. I have tried placing a 128,128,255 RGB behind it and the seam disappears but when I merge the layers, the seam comes back.

I baked this from 3ds Max as a TGA, and edited it in PS CS6.

Any help would be wonderful with this frustrating problem. :poly127:
