WTF normal map problem

Hey look another normal map baking problem question! Anyhow, wishing to get stuff done I have run into this mess:
I checked literally everything with the low poly mesh and the high poly but what on earth is going on with this thing?

Are you using a cage?
What software are you baking in?

I used a cage and that didn't work and I am using Xnormal predominantly. I've also used topogun for a try and that didn't solve a thing.

The angles on the front of the hoofs are very steep, cutting in a support loop around that harsh edge may help.
