Yes. I use it on 4k all the time. However, Windows in general has issues with 4k and desktop scaling. If you have your font/UI scaled in windows display setting turn it back to normal and this should be fixed.
Edit: If you think that's bad, 3DS Max is nearly impossible to use if scaled. Photoshop handles it pretty gracefully though, but that's because it has it's own UI scaling.
Ah, thanks. Yes the Windows fonts are set a little larger than the defaults. I haven't installed Max yet, sounds bad! How do you get around the tiny text in Max then?
Me personally I don't use any scaling, but I don't have a problem with the smaller text. Some of the other guys I work with have theirs setup to scale well, I'll ask them how they did it.

It's a good fallback when you run into programs (like max) that can't handle rescaling well, and you can't use the OS at 100% size.
