Been working on this and I'm at the point where I need some critiques!
I'm also not fully sure how to do the lightbulbs. The ones that are currently black, I'm not sure how to make them see through glass bulbs. Any tips on that would be great.

Few nitpicks with the texture though:
I think it would rust and gather dust etc rather than get a lot of edge wear up there.
Maybe rather than edge wear try for a sloppy paint job & left outside in a rain rust look?
Notice that the paint job has to do the neon light's job in daylight!
You can make the bulbs opaque with opacity map (or transparency map depending on what you are using to render this) that has a the desired shade of grey to achieve slightly opaque look.
