Physically based rendering is a high level concept that includes various components like physically based shading, physically based lights, physically based camera etc.
Physically based shading is really only a shading model (like a material) that emulates how light interacts with it in real life. (That doesn't mean that the light is like a physical light which is not necessary for PBS )
