I would suggest working from an existing character design and following some tutorials for guidance. Once you've gotten a character or two under your belt you'll be ready to start making your own. CGcookie has a good one specific for blender (https://cgcookie.com/course/introduction-to-character-modeling/), but I'm sure you can find more in the polycount wiki.
