3D Stylized Creature Model Contract

Hey all,
I'm currently trying to contract out one of the creature concepts for my game project. I don't yet have funding so I can only afford to pay $250USD for the contract. I would also be willing to agree to further compensation once funding as been secured.
This is the creature concept:
I'm looking to have it modeled in a style similar to the concept art with a stylized/ hand painted texture.
Simply for example the following is an image that most closely represents the visual style I am looking for:
Specifications:
Poly (quad) count: 10,000 - 20,000
