The thing bothering me is that the textures look a bit too realistic for the toony feel, especially next to the ground, plant and roof that are almost flat colors.

But as Lukitscherie said the textures are pushing you away from the toonish mood ,maybe it's intended,but you might try and hand paint the bricks(like you did with the wood textures) that would help get you back in the toonish vibe.
But the thing that I find quite odd is the man siting on the table that you can see from the window.
Considering it's light outside those shadows on the curtain will never fall the way that you textured it(Maybe if you have like a stadium reflector inside,lol).
This is really awesome. loving the look into the windows to and seeing the silhouette of someone sitting down. it was a good choice to actually have them as a mesh so that when you move around the building your perspective of them changes. much better than just a texture of a silhouette on a window. I agree about the dirt though it's a little too noisy and is a little jarring when compared to the grass and other materials. awesome awesome work overall though!
