Need help with this anime style character

I'm satisfied with the rest of the body, except the hair and face which I'm having trouble with.

I dunno if the problem is that I'm following the reference image too closely or something. Here's the reference image:

    Think of hair as big shapes. They're not just spikes extruding out like that. And you don't need to keep them all in 1 mesh.

    the first piece of advice I usually give is to work with less geometry while you're trying to get the basic shapes right.
    it's easier to handle, and then, when it's mostly in the right spots, add more after that. I think you've got too much to deal with at the moment.

    second, follow the reference, but understand that it will eventually fail you.
    it is 2d, what you are making is not. some things, when translated, just won't look right. follow that instinct and change it. make copies and change them, compare.

    here's a list of small details I'm noticing though:
    his mouth needs a lower lip and some curvature in profile.
    your eyebrows are not symmetrical .
    his hair needs more volume everywhere, and has a tight looped kink on the left side that shouldn't be there.
    he seems...very short. 5.5 heads tall?

    Thanks, he's supposed to be a short character as he's only 12 years old.
