Crazy Cartoon Hair - Robin Teen Titans GO

Hi all
I am struggling with workflow.
I am modeling for newbie practice Robin from Teen Titans GO and was looking for some suggestions.
Since it is cartoon hair it looks like one big piece. I tried creating a "strand" of many hairs but attaching them individually to the scalp gives a decent set of hair but nothing like the look of the cartoon.

Hm. Making from one piece can work, but you need a relatively difficult to make topology then. Making from individual pieces can completely work here in my opinion, because the character's hair has one flat color, and there is no shading. I would try individual parts.
