I would recommend re-UVing this. Since its cloth I would try to split the UVs up based on how the cloth flows to help hide the seams. In Maya you can toggle 'Texture Borders' by shift-right clicking in the UV window, this can help you visualize how your seams are flowing in 3D.
Lastly, don't paint over seams in the normal map, its a very poor practice and is frowned upon in a production environment.
