2D Paint over screen for animation

Hi Guys,
Been struggling to find the term to look for a tool for 3dsmax or a middleware in general to paint over the screen.
My intention is to paint over a 3D animation to help me with keyframes and to have team discussions painting over timeline etc.
I saw some time ago people using a layer of plastic and markers, but seems so simple that might be for sure a digital solution, specially using a cintiq.
