Is the material set to flatcolor? What do your render palette settings look like? Does this appear even when you restart the program, and use default zbrush models/primitives?
Not sure on the first too, I was trying to set up to try out poly paint, and I may have accidentally applied a color (object fill) to the material RGB.
I tried importing another model and it showed up the same, also when I restarted zbrush it stayed, maybe I need to reinitialize?
What's odd is that the model showing in the tool menu shows to have the detail but the model presented does not.
I looked in render and it was set to preview and I'm not using the flat material.
Thats your problem. Save the tool you want out separately and open it in a new project. You probably have some weird settings in your project somewhere.
I almost never use projects, they get muddy and full of crap I don't want.

this only seems to be on my one tool. The Zbrush defaults don't have this issue.
