Simple Rigging Question : Footroll

Hey guys I just wanna ask about footroll system I'm trying to learn from Digital Tutors indie pipeline. I just do whatever the video ask, but the instructor doesn't really explain why it needs another joint overlap each other (except that I heard about 'follow through' but I don't really understand much)
What if there's no Drive joint? Really appreciate if anyone could explain, its just hard for me to do things without understanding it.
