There's probably a way to test for that api on the client side, and if it's disabled, prompt the user to enable it with the link mentioned in the article, similarly to how some sites require cookies to function properly.
After something as widely used as Flash was basically run out of town for the same reasons, I'm convinced that the best way to deliver truly rich content like a game is as an app anyway, where your code doesn't HAVE to be interpreted at run time and you have better access to the hardware.

This is something they've been planing on doing for a while. Everyone wants to get away from content that requires plugins on the web.
