I am using the weight paint tool within Max to fine-tune the weights on a rig of mine, and have them how I'd like on one foot, but mirror mode seemingly links the weights from one foot to the other.
After painting the weights on the left foot, I select the verts, and click the "Mirror Blue to Green Verts" button. This results in the bottom image in the linked album, where rotating one toe bone upwards rotates the opposite one down. Does anyone know what might be happening here and how it can be resolved?

Here are the most common reasons mirror doesn't work.
1. You need to reset xforms from the Utility Panel. You can save and load you weights if needed.
2. Your model is not symmetrical or your pivot is not centered.
3. Your bones are not mirrored properly or your skeleton is not centered.
If you can fix your screen shots or post your max file we can debug this quickly.
Basically, you have all the things wrong I listed above, and a couple more things too.
Model needs the xforms reset (from the Utility Panel).
The model's position is not zero'd on the X axis.
Skeleton root node is not zero'd out on X.
And the skeletal limbs are not exactly mirrored, the toes being offset more than the other parts.
What's making it worse is that your object is gigantic. So what looks like a really tiny offset for the toe bones is actually several feet.
If you don't want to fix the scale or that other stuff, the quick fix is to raise the mirror threshold value to 1.35. Then the toe mirrors just fine.
When you go into mirror mode, RED bones indicate that no opposite part was found. Notice that both toes are red above.
