So, here i wanted make character from scratch. My 2d skills is well, you will see, but such things cant stop me:)
Here first sketches, i had an idea of character flying on some kind of techno wings or something:

So i got the idea of what i wanted and decided to proceed to 3d. Started from head. First i want to make rigged head and then ill make body and jetpack.

First I am fully switched into modo. Despite its slow viewport it is a beast piece of software. Saw a rigging tutorial by Sergio Mucino it's like 35 hours of very-very serious stuff(for me ).
This character had a face rig before but i completely redone it to make it structured and better hooked to body rig.
After all i had 4 textures: body, face, headset and jetpack. All 2048*2048. 50k tris mesh.
Here is renders in two poses, rig screenshot(dunno I just want to put it here), and
a crappy gif where im testing rig on a simple animation.
Oh yeah, here is same stuff on my Artstation.
I made a paintover to show you how you could improve the face.
1. Her skintone is the biggest problem with her face. First of all, the face is not just one color and it's not red. The base of the face for a caucasian is a light brown with hints of blue under the eyes and red on the nose, cheecks and lips. There should be highlights on the lips and nose.
2. Next is the lack of attention to the eyes. The eyes are the most important part of a character. Make them stand out with an obvious highlight, mascara, etc...
3. The shadows are too subtle, the hood doesn't seem to cast any shadows. You should use them to frame the face.
If you do these changes, this character could become portfolio material. There's also a lot of work needed on her clothes but I'll stop here.

I think your character's got an interesting style but the texturing of the skin especially is very flat. Seems to me like a flat color and also a very dark-red one.
I wasn't sure if you were going for a simpson kind of look with a strange skin color or it was actually a ''mistake"
Play around with lighter tones and defines the eyes, the lips like popol said, You could really make this character pops and feel more alive and it wouldn't even take a long time.
