I've never made a human character before. This is a chibi-style female. My goal is to have her finished, textured, and posed by the end of the week. I realized as I was working that I have no idea how to do anatomy, or model a character. Any pointers would be much appreciated!
I personally find anime characters hard to do in 3D, because of the very wild proportions and things that look good in 2d but not in 3D.
So that is one thing to consider, maybe not starting with this one, then again it might be your passion and you are driven enough from chibi style that you can do it.
As for the model it's really early to say much, I see some weird geometry (ie. her shoulder area) try checking the wiki since you are starting now you can find many info.
Lastly, the ref I can see on your 2nd image is bad, since you are learning 3D don't reference a very simple drawing like that 'cause it will hold you back.
