His face paint would really just be polypaint/ in the texture, but you could sculpt it on as well with the layer brush and get a nice paint splatter or smear alpha.
Also what YakZ said, gotta get some of those wrinkles in, and match the shape of the mouth.
Neck muscles are a little odd, that second bulge looks like you've got two sets of traps. You'll want something more like this:
The width of the neck from a side view might be a little too much too, but I'm not positive on that.
The shape of the head needs to be more sharp as well as you can see from the ref picture there, instead of a gradual slope it should be more of a harsh T shape, though not too intense.
I'd also thin out the bottom lip and he has much less teeth than you've given him, and they're a bit wider/larger as well.
