There are many ways to do this, I wouldn't say there is a "best" way. Through modeling a lot you become comfortable doing things certain ways. Here are my suggestions
1. Fill Hole - Split Poly Tool to clean up edge flow
2. Fill Hole - Select 2 verts you want to connect and "Connect Components" to clean up edge flow
3. Append to Polygon Tool
4. Bridge
I don't have Maya loaded right in front of me, but there is countless ways you can fill this hole. You can fill it with the "Pen tool" with snaps "on" use a method called "Cap holes" or have a look at bridge.
Just do a little search on Youtube with the above terms and watch how other people do.
