I was gonna say, the front shot looks really good.
but it falls apart from the side/three-quarters.
This is why I say its more important to learn the 3/4ths profile than the front/side. you can spend alot of time polishing those two angles and still not learn much about the scructure of a human face. better to learn the 3/4 angle forcing you to think about the forms in 3d
I also see Angelina Jolie haha. Proportion wise, most of it looks fine. The ear is up a bit high. You really need to work on the anatomy in the ear. I would also put more love underneath the lip, with the chin. I would just spend more time on the overall anatomy of the face. It looks like a face but it doesn't really look like there is anything underneath it as Dustin was mentioning. Keep it up, looking forward to seeing some more.
Hi according to your advices I tried to fix her. I tried to fallow these pics of 3/4 view and side view for ear.
So this is how it looks for now ( I had to get back a little for moment when I had little less polys, then operating with much mass is easier for me thats why details are blurred)
I tried to make this face like it's don't have smile. Anyway I think this face is hard because it's more "flat" than most I always made.
But base of it ( I mean basic proportions) are fine ?
And should I retopo by hand or ZRemesher will be fine? ( personally I don't like how it's remesh small stuff like eyes)
Anyway is that kinda of bust is fine as practice? Or should I go further and add arms to it? Or can I add arms and for example shirt later? Or add hair?

Definitely keep it as a bust I think. Add hair and all the other stuff, focus on getting a really nice result with the head. There's plenty more work to do especially if you're gonna add hair and textures on this.
Ok So I fixed this model to make it more biologicaly correct rather accurate to pictures. And I made retopo as you wanted. So what now?.

i think the main issue is you are working with ur rez too high. now that you have a proper lower poly base, drop lower and get ur proportions correct. the only time to go high res is for micro details like pores, wrinkles, etc. the hardest part is the anatomy and that you should be at a lower subdiv so it's easier to change and fix stuff. you're on the right track but I see issues with the neck, mouth, ear, chest.
I did a quick paintover of one of ur shots. Not perfect but shows some stuff that can be fixed easily. The neck angles just look to extreme on urs. The head shape could use some tweaking. I think the face might be too far forward and the eye as well. The chin could use some adjusting too. Her arm/shoulder appears too small and high. I made some subtle fixes to her ribcage and back as well. For her lips, you need to keep the volumes of the actual lip muscles. Get some ref on that. even if ur doing a likeness, don't just look at images of the celebrity. have basic anatomical reference up to make sure ur not ignoring basic anatomical structure of the face and body.

Can you tell me exactly what problem do you see with neck, mouth, ear ?
I putted Jolie to other time for now and I was practicing a bit. You can see these 2 heads.
