IMO block it all out before you make it high poly or add any details, if you end up having to change stuff that doesn't work you pretty much have to remodel any parts you've made high poly. It's important to get the base silhouette/form down before anything else.
Yeah seconding what Millenia said. You really need a blockout to work from. Also paintovers and ref boards. Going in like this wont get you far I don't think.
Thanks for the input. Yes I'm trying to avoid that scenario, where I need to change some stuff when I've got everything else already working, I'll try getting some mech blueprints later to help with establishing the proportions if in case later I decide to rig it. Shouldn't be too hard since there are already lots of blueprints for mechs of this type on the internet.
