optimization question for low polt foliage

Hey, so I have this foliage concept art for a game:

Each 'leaf' is a mesh with 8 tris, then I just scaled them accordingly.
My question is, would it be better to have a flat cutout of a leaf texture instead? Would I be able to scale them or would I have to have different resolutions for each size of leaf?
