Arm piece detaching from the rig

Hi there,
I'm practicing rigging again since I need to get more used to it and need to train someone in Maya soon. I'm using a model I downloaded online to experiment with rigging controls. However, I've run into an issue.

In this Mega Man model, I made control rigs for all the bones. Everything works, except for the arm cannon. See when I originally downloaded this model, it came with a whole bunch of different arm parts and face pieces.

I assigned each part to the layer editor and only enabled the ones I wanted to use. However now that I have it rigged, I'm having one big problem with the arm.

The buster does not want to follow the rest of the arm and moves in other directions. The other arm works just fine. I've tried everything I can think of, but I can't seem to get it to work. Any ideas? Why is this happening?
