Well, my question is about the connectivity with Steam, if you plan to release it there too. If I preorder the update from designer 4 on the web, will I have access to the application in steam?

I get your frustration, but if we gave the upgrade for free to everyone who got SD4 for a very very low price already during the sales, that's a lot of money we couldn't put back in developing the tools further unfortunately.
SD will have a lot of free updates along the 5.X cycle and I can assure you it will be worth the money. But in the end, no one is forced to upgrade to 5.0, you can upgrade later on and keep using 4.X until you think it's worth it
If you have a license on Steam, you can get a regular license on Allegorithmic's webstore as well. The steam link only works one way though, so if you have a license on their website, you don't get a Steam key by linking your Steam account.
The upgrade preorder (and discount) is only on their webstore, and when 5 launches on steam it won't have the discount anymore. (this is mentioned by Allegorithmic on the Steam community)
Unless they just mail out a steam key to everyone, what you need to do to get this on Steam is to email their (extremely helpful) support, and they will send you a steam key.
