I'm trying to export an fbx from maya and when I import it, it's way too small. Is this an fbx scale issue or a maya grid setting? Also, what are Max's grid settings so I can make Maya reflect them?

Yeah, scale is always a little weird to deal with. Here's how I get it working.
Try the "Send To" feature. But if that doesn't work follow these steps.
Reset the 3ds Max file to default. File > Reset.
Go to Customize > Unit Setup... > System Unit Setup and change to 1 Unit = 1 Centimeter. (Make a note of the current setting).
Import your file using the Autodesk Media & Entertainment preset.
Your model will be tiny, but there will be no weird scale values on anything. Go to the Utility Panel > Rescale World Units > Rescale...
Change Scale Factor to 100 and press OK.
Change your System Unit Setup back to what it was before.
