Maya is not well suited to create fine details for normalmaps. If you want to sculpt and bake fine skindetail, better use something like zbrush. If you want to create the detail from textures, better use the likes of Substance, Ddo, Xnormal or Crazybump...
Yeah I notices that Maya's normal baking was atrocious, are any of these programs free and which one do you think is best?
Maya's normal map baker is not "atrocious". It works very well. Your issue isn't with the baking software, it's how to create the pore detail in the first place. Antweiler offered several options for you. Xnormal is free software specifically used for baking various maps, including normal maps, but the others all cost money.

I've been looking at them, they are pretty usefull. And thank you for the tutorial! It is useful.
As for Maya...the UV baking just doesnt seem to work well on lips..They turn into splotches of doom and despair!

lol yep maya doesn't bake lips very well, it is known.
seems like you have no clue what you are doing... could you show your normalmap?
Like the one I baked or the hand drawn one? And yeah, I am new to most this stuff T_T
