It's a champion skin for Orianna.

Looks great, I love the "how to own mid" book that she's holding in the one pose, really fits with with the character. Are you using an emissive map to make the blue lines glow?

@chrisjngs: Thanks for the comment. It's all one diffuse map with one flat shader. So the glow around the lines is actually in the diffuse texture map.
