From what I've seen, the more realistic games with less cars on screen just use really high poly car models with attention being focused on vertex normals.
talking about not using normal maps on cars, even gta IV cars didnt use normal maps, it was all modelled. and it had loads of cars on screen, sure, they were not as high poly as the ones used in forza, for example (not even close), but even there it was all modelled.
