That's one of the patterns that are complicated to do in Substance just as an image processing effect.
You can build a noise that does it though.
Here is an example I built a while ago. It is animated in the video but you can use it to create all sorts of swirl patterns by changing the input and parameters.
Here is the substance file, you can simply drag and drop it in another graph to play with it
