You can make GBA games and release on 3DS through shop channel right? Still have to jump through the publishing hoops I think. Not too sure about how Nintendo treats indie devs.

anyway yea, you should give homebrew a shot. otherwise, rights. and i dont think nintendo is still giving rights to gbc games.
