3d Character creation software??

I have been watching videos of character creation in Dragon Age Inquisition and Eve online and It has made me wonder why there isn't a software like this that can be used to design characters and when you are done, they are already rigged, and ready for face and body animation.
And if possible one can go back to edit geometry and it doesn't affect the rigging.
I have heard of Poser, Mixamo and MakeHuman. Problem is they are very limited somewhat.
I have been wondering if one has a lot of characters for a project, this will save time tremendously.
