Is there any way to generate object space normals with NDO? If not, is it possible to composite the normals from NDO into an object space bake from the low-poly to create an object-space version?
As much as i know, no. Ndo and ddo doesn't know anything about your mesh while texturing, they're just using your input maps to generate texture and applying it to your mesh. You need to use xnormal or another app.
You can convert tangent space to object, and object space to tangent space in xnormal tools tab with your low poly mesh, if you really need it. I guess you need to use object space effects on ddo from generated normal map from ndo. I didn't try this but it should work.
