texture for character design how to

Hi guys could someone help me with those problem? when I adding texture in my case and trying scale it down I lose all detail. I trying use most of techniq for resize but nothing good
what it good workflow for it if you use traditional textruing with Photoshop w/o Substance Mudbox etc
