Skinning Weights Issue

Anyone know why even after I paint the joint's skin weight and then lock it, the weights keep "reseting" and go back to being all over the place? (where I don't want it)

I don't know how to clean the weights if they refuse to stay where I want them to be.

    Assuming you work in Maya.
    The automatic weight normalisation (making sure, all your joints weights add up to 1) is "overriding" the values you see in the viewport, when painting weights. This means, the painting tool draws the mesh as if the weight locking isnt there. You need to refresh by quickly selecting another influence. By only using "add" influence, you get the most predictable results. For other modes like smooth and reduce, weightlocking is essential for drawing precise weights.
