No. You can only use your own concept or any concept from Riot. Please do not use other peoples concepts that you did not create or own even if they gave you permission. That would constitute teamwork which is against the rules as stated.

Originally i was gonna do Popstar Ahri but decided it wasn't complicated enough. So i had a chat with my buddy about it and he suggested making some sort of soul stealing skin based on another champion. Decided to go with Vlad's SoulStealer Skin. So just basically putting his skin onto Ahri. WOOT WOOT~
Intresting take on ahri, should be fun Small suggestion/crit - I would work on her proportions a bit more before you start blocking out clothes. Ahri can be hard to make (pop star Ahri is hard to make as well) - like all pretty/sexy women are, so investing time in making really good base body would pay off in the end. Anyway i did a quick "paintover" just as suggestion (excuse its crappiness).
