are we supposed to use our own model/s or can we get these (the league of legends characters) as an obj to rig?

That site is just an animation viewer, as far as I know. Not a place to download the models. Either way, I personally wouldnt suggest ripping off one of the LoL models.

The rules say you can use any rig you want, though

I don't mind using my own rig, but I'm just wondering if they were thinking about providing a few official models to select from.
