I would just take a look how its made in reallife. Draw some circles in top view and fill the holes with stones
I made a texture like this in Zbrush once. Here's the guide I made for it. It may not be the proper way to do it because the stones get smaller the further out in the fan they are. But you can just stick to the outer circles.
When i did one of these guys, i tried the intricate way that .Wiki said, but in the end, i just got a tiling texture as a image plane and traced over that with polys in Max.
