Bungie had a pretty cool talk about their hair production pipeline and tools at the last Siggraph, and they've finally put up their slides for it:

It's worth a look for anyone interested in trying to speed up hair production. The powerpoint file contains a few videos and more annotations than the PDF.
I wasn't able to read the videos directly in the powerpoint for some reason, I had to extract them (with 7zip), the first 4 show off the hair tools and are worth checking out I think.

it seems to combine the strengths of things like hairfarm, gmh2, and package them in a really nice artist friendly UI.
I just don't understand how they shipped with that Should've just gave her a different hair color if blonde was too hard to pull off.
Froyok, I opened them all fine with VLC, but they wouldn't load directly in Powerpoint.

I would love to have something like that. Hair is the worst thing to create, when doing characters, imho.

EDIT: Just checked, they talk a bit about starting at around page 230. The character assembling tool stuff is pretty cool as well. Mmm, in retrospect, guess I'll add this link in the initial post as well!
It surprises me that she's in the game. Most of the character art looks far, far better than this, but she's got obviously polygonal hair as well as the crappy bottle blonde colour
the hair tool looks interesting though.
