It's called Materializer and is in the Asset Store
Materializer is a fully integrated PBR Texture generation tool, that's compatible with Alloy, Lux, Jove, Skyshop and Unity 5 Standard Shader.

I'm sorry you feel that way.
The purpose of the lines on the rubber material is to have variants of each material. For instance in the Gold material you pointed out that has the floral pattern on it, it is simply one of the variants I shipped in the package. There are more traditional flat and unrefined gold material definitions too. As to why some materials are more glossy than others, I suppose it's a matter of taste. As to the resolution being low, I'm not sure what you mean by that, the base material definition files I shipped in the package are 2048x2048 tiled, so they can rez up to 8K perfect in Unity (5 beta).
I certainly don't want to provoke a negative dialog of he said (s)he said, but I don't think that its fair to say that "this is pretty bad" I ran a 2 month beta with over 45 unity users and they all love it and work with it all the time. Perhaps it's not a tool you would use, and perhaps it's not as "good" as something you could hand paint, but as far as a procedural plugin for unity that designs custom PBR texture sets, I have gotten a lot of positive feedback that tells me otherwise.
If you think that you would like to make some constructive suggestions to improve it, I would love to hear them. I do appreciate that you took the time to look at it though.
Thanks,
