Check out http://lowendbox.com/
This site aggregates good deals on VPSs, just check out the comments and see what other people say about the provider. The prices are all recurring afaik, the ChicagoVPS server I keep is $29/y.
This may not be appropriate if you don't want to invest a bit of care into starting up a VPS - you'll have to install web server software yourself on top of the plain linux distro it'll likely come with.
It's $10 a year, it's a great deal. It's not unlimited storage like a lot of other hosting sites, but it's 1/12th the cost of other hosting sites. Perfect for your average portfolio.
i wonder if it is now a better idea to go with those templated community hosting websites(like now defunct cg hub and sort, of course that comes with a risk but everything does) instead of going the traditional way(like hostgator)?
If you aren't technically proficient, this is the place to be. Great support, as I understand it. Awesome for if you want to host a nice low-mid traffic website.

It'll probably take a couple hours to read through and understand the process, but then upkeep is practically non-existent, though you have more control than pretty much any other option like traditional web hosting if you ever want to do anything besides serve http pages. Here's a few resources to get you started:
