I believe that this is the same instance that the old news was about, same companies and same problem. I imagine this is just an update on what legal matters are taking place and a bigger list of who was all involved.
I haven't seen any first hand evidence of it in the game industry - most of the big guys aggressively recruit like Sony did in that story.
I think you are correct about this, however as a 3d artist in the bay area I can tell you that wages are unusually low in this area for how high the cost of living is.For instance in Washington state I know you can get higher wages and lower cost of living for a similar position.
This area is just a very strange pocket. My theory is that while there was no agreement across developers... the effect has spilled over into games simply because of the overall market in the area.
California in general has a weird sense of business about it. It's almost as if all of the sharks migrate there on some kind of pilgrimage, and eventually work their way to the top.
