About the ".psf " file edit

Hi guys, Recently I want to change the special effect on the top of rubick's weapon， Ive found this effects which controlled by a ".psf" file. Could u tell me which Software can open this ".psf" file so that i can continue my work again。 Thx a lot and wish your reply.
