Slight Maya Issue

When ever I boot up Maya. The control panel pops up. I was wondering why it is doing that? Also I have custom shelves and plugins in Maya. On start up no matter how many times I delete it. It always comes back. The Shelf is called Polygons04088. I know I could probably fix this issue by deleting my maya environment file but I have many plug ins and custom settings that I do not want to go back and reset. I was just wondering if there was a quick fix. Thanks. Here is an image of when I first boot up Maya.
