Foreheads were usually emphasized/made predominant in art history to enforce the notion of someone being an intellectual. Needless to say, that particular portrait (1797 portrait of Jean-Baptiste Belley if you're curious) is loaded with underlying themes of the Haitian Revolution, French Revolution, and the abolition of slavery.. but the recessed hairline emphasizing the forehead as a whole illustrates the point.
Update! I'll change the hair later, not sure about the eyes yet. I'm also thinking about adding 'comic outlines' that you may know from the TellTale & Borderlands games!
