I'm making a mesh which is hollow but the interior of it doesn't need to be complicated and the textures are going to be pretty simple so i was wondering if it's possible to make polygons visible on both sides so i don't have that "weird see through effect". And i don't want to use shell modifier because then i the polygon count goes too high.
Using 3ds max of course x)

That, or you can duplicate the part you want to be double-sided and flip its normals.
...if you don't care about the fact you just more than doubled your polycount.
Or perhaps the shell modifier?
Seriously though, need more info on what you're actually trying to do. Does it just annoy you while modeling that you can see through the mesh? In that case there is probably a material setting or something (sorry, not a max guy).
Are you making something like hair where you will have alpha'd planes that need to be visible from both sides? As Per mentioned above, generally best to manually duplicate and flip in that case, as your shader may light the reverse side incorrectly if you disable culling.
